Not really all the ammonia should be bound up with hypochlorite in the form of chloramines.

Put it this way though: the potential for ammonia exists.

After sanitization treatments at many plants, there is residual or added bit of chlorine.

Ammmonia is then added ( making the chloramines) in slight excess of what is needed, so there is some small amount of ammonia left over in the water when that method is used.
