So I was checking out the cares website and there is a few pages are under construction. I was wondering if and how you register for the program? Can anyone participate in the program?

Program may be implemented by societies, educational institutions and independent aquarium retailers, as all are encouraged and welcome to participate.

Add some shrimp to the egg tank. Supposedly the shrimp will eat the fungus but not the eggs. I have never tried it, but that sounds kind of neat.

I have also heard that somewhere and have witnessed my shrimp cleaning spixi eggs.
