It sounds fairly unanimous that transportation of aquatic animals is illegal. Does anyone know the possible reasoning behind the law?

I'm not sure if this is a stupid idea, but I have a few nerites in my 120 and I have noticed some eggs on the wood in there. Would it be possible to put a small chunk of wood in the tank specifically for the nerites to lay eggs on, remove the wood and put it in a bowl of salt water so they hatch? Do they specifically need to be in an established salt water tank? How long do they take to hatch? Any input would be nice, and if this is a ridiculous idea please do not hesitate to let me know. Thx.
