What's your CO2 situation - DIY or pressurised? I notice it more often on DIY systems. Also, the quality and quantity of food can play a roll - even with great quality food, if you're feeding too much, you'll see that scum.

The other option is that it could be algae - typical causes are poor circulation, low CO2 and low NO3.
