Inevitable Leak From Top Frame

All of my tanks have had previous owners...and it seems at some point the top frame always begins to 'leak'...the little dribbles when tank is full...

How is this best dealt with?

Can I simply silicone the bottom of the frame along the glass? Better on inside or outside?

It's not attractive, not to mention the water then fills the bottom frame and begins soaking the stand...

I appreciate any help/ideas I'm missing.

Another trick for tight spots is to take a pair of pliers and crush the nozzle so that it is flat instead of round. That way you can get more pressure into the area between the trim and the glass. tape is always a good idea to keep the silicone off anything you don't want it on. Just remember to remove the tape before the silicone cures and to make sure to feather you silicone fillet right down to just about nothing at the edge of the tape.
