The WPG rule of thumb is really just a guideline. I find that on smaller tanks, 4 wpg is just getting to the high end; whereas on say a 45 gal, 4 WPG is A LOT of light.

If you do go with the 36W kit, you'll want to look at setting up CO2 and a fertilizing regime, for sure - it wouldn't hurt for the 13W kit, either.
