My experience says YES. I was using it in a 10 gal planted Cherry Shrimp tank at a little over double dose. I had over 100 shrimp (started at 10) in just a few months and the plants were looking awesome! :)

There has been some anecdotal evidence that says otherwise; however, I've spoken with a few people who thought it was Excel killing the shrimp, whe it was probably something else (copper pipes?).

Can Excel be used as an alternative or replacement to CO2 injection?

It's a great carbon source for smaller tanks if you don't want the hassle of DIY CO2 or the cost of a pressurized system. Dosing a large tank can get expensive, so pressurized CO2 may be a better option in the long run.
