Splitting CO2

What is the best way to run two tanks off of the same CO2 tank with the possibility of different bubble rates between the two aquariums?

Personally, I've used Lee's pliastic airflow screws and line splitters in combination which have worked great for extended periods of time. A little finicky to initially configure, but works surprisingly well for a 75-cent option.

If you want the same pressure leading to each tank, make a loop off the tank.

From the tank put in a T, then run one side to one tank. Place a T at the first tank, and run a line to the tank. Then continue the line to the other tank. Put a T in here, and run the line to the second tank. Now, run the line back to the T at the tank. You should be able to keep the same bubble count in each tank w. your needle valve on the tank.

This method might send the same pressure to each tank, but the resulting bubble count would ultimately depend on the resistant pressure (i.e. placement/depth of the CO2 output, length of tubing, etc) from each of the target tanks.

Regardless, it sounds like the question was about independently controlling the rate of multiple CO2 outputs from a single CO2 source...
