Can i fully submerge my aquarium heater?

I'm using an aquaclear heater and on the tube it shows the max fill/min fill lines, so i've always followed that. I always see picture and videos with peoples heaters fully submerged, ie, the top part with the temp adjustment below water. Is that a specific kind of heater? or are the water lines just a guideline?

The waterline is required for CSA certification.

The heaters work fine fully submersed and in fact work cooler so they last longer if they are mounted horizontal just above the gravel.

Use suction cups to hold the heater in place
