Did I screw up??

A few months ago I planted a red lotus bulb. It was doing very well, producing a few decent sized leaves. Then the first shoot skyrocketed towards the surface and I stupidly let it go and open up on the top of the water. I only left it for a day before cutting it off, but now that is all the plant is doing, sending the shoots up. I cut them off when they start, but I am wondering if the plant is screwed up now or will it eventually start growing normal leaves again??

Just keep trimming it. It will produce leaves eventually. Everytime you see a folded leave come up cut off. I have had this problem before and didn't have patience so I cut the whole thing off right down to the bulb. You don't need to do this though. Do you use ferts? If not this should help.

Eventually it'll shoot up a nice flower.

Only if you let the pads grow; if you keep the pads (shoots) from reaching the surface, it'll start to send out runners. It may do that regardless.
