I'm using a MaxiJet 1200 to run a 1/2" fountain in my toad tank, but it may be a little much for your fuge. You probably don't want a tonne of flow thru there. I'd try an MJ 900 or similar sized powerhead/pump

If you're just going to run an open pipe, I'd keep it w/in a couple inches of the surface. If you have lockline you can place it wherever you want. If you can, run a split return.

You can probably get away with 1/4" acrylic. For your acrylic and Weld On, there are a couple of good options in Calgary. Try Laird Plastics and/or Industrial Plastics & Paints.

As far as bulkheads, you can make your own out of PVC parts. Google DIY Bulkhead.

If you have no luck, PM me and I will help you out.
